Potential conflicts of interest in Indonesia's energy transition policy

Abstract

Energy is of paramount importance to public interest, as underscored by the Indonesian Constitution, which mandates state intervention to safeguard these interests. Nevertheless, Indonesia’s energy policy is frequently dominated by specific actors, potentially leading to conflicts of interest that may adversely affect the public. This study reveals that both fossil-based and renewable energy policies are consistently influenced by elites from international financial institutions and national actors with close affiliations with political elites. This research identifies international funding bodies, such as the World Bank and the Asian Development Bank (ADB), as the predominant actors in Indonesia's energy transition policy. In addition to international elites, national elites also exert a significant influence on energy transition policies. Consequently, active participation in the civil society is essential. The predominance of a single actor in the formulation of energy policies can result in inequitable energy policies.

Firdaus Cahyadi, IPB University

Firdaus Cahyadi is a graduate student in the Natural Resources and Environmental Management Program at IPB University. In addition to his studies, he works as a Program Officer for Natural Resources and Environmental Management at the TIFA Foundation. He wrote extensively on environmental issues and climate justice for the KOMPAS daily newspaperChina Global South, and eco-business.

Soeryo Adiwibowo, IPB University

Soeryo Adiwibowo is a Lecturer at the Faculty of Human Ecology (FEMA), IPB University. He obtained his bachelor’s degree from the Department of Agricultural Socioeconomics, Faculty of Agriculture, IPB; his Master of Science from the Graduate Program in Natural Resources and Environmental Management Study Program, Postgraduate School of IPB; and his Doctorate der Agrarwissenschaften (Dr. agr.) software (University of Kassel, Germany).  His academic and research interests include human ecology, political ecology, natural resources, environmental management, and ecological modernization.

Edy Hartulistyoso, IPB University

Edy Hartulistyoso is a lecturer at the Department of Mechanical and Biosystem Engineering, IPB University, Bogor. He specializes in Renewable Energy engineering. His research focuses on renewable energy conversion engineering, energy management, thermal processes, and agricultural product-processing engineering.
